The Strategic Benefits of IDIQ Contracts for Water and Sewer Authorities By Jeff Bowra, P.E., Colin Cash, P.E., Nate Merkel, GISP., L.O. of Capital Region Water C apital Region Water (CRW), a municipal authority headquartered in Harrisburg, Pennsylvania, is responsible for the operation and stewardship of drinking water, wastewater, and stormwater systems across the city and portions of neighboring municipalities. Since assuming operational control in 2013, CRW has advanced a mission grounded in transparency, fiscal responsibility, sustainability, and community-focused service delivery. Like many older utilities across the region, however, CRW inherited aging infrastructure systems burdened by decades of deferred maintenance, necessitating both aggressive capital investment and reliable emergency response capabilities. In its early years, CRW faced a persistent challenge common among public utilities: balancing planned infrastructure improvements with unpredictable emergency repairs. Events such as water main breaks, sinkholes, and sewer collapses required immediate action, often under difficult conditions and without defined scopes of work. Historically, the authority relied on ad-hoc procurement practices—contacting available contractors on short notice and negotiating work in real time. This approach frequently resulted in inconsistent response times, limited contractor availability, and significant cost uncertainty, as final repair expenses were not known until invoices were received weeks later. These inefficiencies also created challenges in budgeting and public communication, as costs and timelines were difficult to forecast. Recognizing the inefficiencies of this reactive model, CRW evaluated alternative procurement strategies and ultimately implemented an Indefinite Delivery/Indefinite Quantity (IDIQ) contracting approach. Defined under the Federal Acquisition Regulation, IDIQ contracts provide a flexible framework for procuring construction or professional services in situations where the exact quantity and timing of work cannot be predicted. Rather than bidding each project individually, the owner establishes a master contract with pre-negotiated unit pricing and issues task orders as needs arise within a defined contract period. This structure shifts procurement from reactive to strategic, enabling faster mobilization and improved cost management. For water and sewer authorities, the applicability of IDIQ contracts is particularly strong. Underground infrastructure systems are inherently unpredictable, and failures often occur without warning. The IDIQ model allows utilities to respond to these conditions quickly, efficiently, and with greater financial control. By establishing standardized unit costs for labor, materials, and equipment, the authority can minimize price escalation and avoid the premiums typically associated with emergency mobilization. In addition, the model promotes consistency in construction practices and quality, as contractors become familiar with utility standards and expectations over the life of the contract. CRW first implemented an IDIQ contract in 2015 focused on excavation and utility repair work. The contract established unit pricing for typical construction activities, along with requirements for contractor responsiveness. Emergency work orders required mobilization within eight hours, while non- emergency maintenance work was to be completed within ten days. The contract also incorporated a defined material markup structure, further improving cost transparency and predictability. Engineering support during implementation ensured that task orders were properly scoped and documented, maintaining accountability throughout the process. The benefits of this approach were immediate and measurable. Response times improved significantly, allowing CRW to stabilize emergency conditions more quickly and reduce impacts to customers and the public. From a financial perspective, pre- negotiated pricing reduced exposure to excessive overtime and premium labor rates, enabling the authority to better manage its operating and capital budgets. Additionally, the administrative burden associated with repeatedly bidding small emergency projects was substantially reduced, freeing staff resources to focus on long- term planning and capital delivery.
