While not typically deployed for immediate emergency situations, this contract provided a mechanism to address urgent infrastructure deficiencies without waiting for inclusion in multi-year capital improvement programs. This capability proved especially valuable for mitigating moderate-risk assets before they escalated into full-scale failures, improving overall system reliability. As the engineering department grew in both size and technical capability, CRW continued to refine its IDIQ strategy. Contract durations were standardized to three-year terms with an optional fourth-year extension, providing continuity while maintaining competitive pricing through periodic rebidding. In 2022, the authority introduced a second excavation IDIQ contract to address contractor availability constraints. Maintaining multiple on-call contractors improved redundancy and operational flexibility, ensuring that resources would be available even during periods of high demand or concurrent emergency events. This approach also fostered a competitive environment that encouraged strong performance and responsiveness. The effectiveness of the IDIQ program is best understood through its application in real-world scenarios. One notable example involved a critical sewer force main failure that required immediate intervention under complex hydraulic and environmental conditions. CRWwas able to mobilize its IDIQ contractor without delay, initiating excavation and stabilization efforts overnight.
