municipalauthorities.org | 11 Immediate Past President Terri Hauser, Latrobe Municipal Authority Terri was born and raised in Latrobe, Pennsylvania, a small city located approximately 40 miles southeast of Pittsburgh. After high school, Terri attended the Pennsylvania State University, where she graduated in 1989 with a degree in environmental engineering. At that time, Terri was hired as an engineer with a private consulting engineering firm, Dewberry and Davis, located in Fairfax, Virginia. She worked there until March of 1993 when she decided to return to her hometown of Latrobe, where she was offered a job with the Latrobe Municipal Authority (LMA) as the newly-created position of Environmental Control Supervisor. The Latrobe Municipal Authority provides water and wastewater services to approximately 10,000 customers. Terri continued to work in that position at the Authority until March of 2011, when she was named LMA’s Assistant Manager. In 2016, Terri was promoted to the role of Manager of the Authority and has held that position ever since. Terri served as the Region 9 director for PMAA from 2015-2018. She has also been a member of the PMAA’s WIN Steering Committee since its inception. Terri currently resides in Latrobe with her husband Jay and she has one son, Ryan. Second Past President William Ross, Lower Saucon Authority Bill is the Administrator of the Lower Saucon Authority in Northampton County, a role he has had since 2016. A graduate of Penn State University, Bill served as PMAA’s Region 2 Director from 2018-2021. Bill got his start in the industry when, as an elected member of the Town of Clinton (N.J.) Council, he was appointed to the water commission in 1994. After serving for five years, he and his family moved to Lower Saucon Township, PA in 1999. Upon seeing a vacancy on the local authority board and thinking that his experience was a good fit, he submitted an application and was appointed to the Lower Saucon Authority board in 2001. He served as board Secretary from 2003-2005, board Vice-Chairman from 2006-2007 and as board Chairman from 2008-2016. As board chairman, he worked closely with the previous administrator, who ran the day-to-day operations of the authority. When the administrator retired in 2016, his position was offered to Bill, who has held it since then. An avid golfer, Bill spends much of his free time reading (preferably history and detective novels). He usually has music surrounding him, whether at work, on the course, or at leisure. Bill and his wife Deb just recently celebrated their 39 th anniversary. They have three adult daughters: Melissa, Libby and Colleen. He resides in North Manheim Township with his sons Ryan and Matthew.
