10 The Authority | October 2025 m eet the 2025 - 2026 pmaa e xecutIve c ommIttee President Melissa Radovanic, Greater Johnstown Water Authority/RDM - Johnstown, LLC Melissa Radovanic is a graduate of University of Pittsburgh at Johnstown where she received a Bachelor of Arts degree in Communication with an emphasis in Public Relations and Advertising. Melissa began her career at Crown American Hotels in Johnstown, Pennsylvania in the year 2000 as the Catering Sales Manager of the Holiday Inn Johnstown Downtown. Within a few years, Melissa worked to open the Frank J. Pasquerilla Conference Center. Melissa served as the Director of Conference Sales and eventually the Director of Marketing & Community Relations for 18 years. She was responsible for the overall sales, marketing and advertising effort of the Holiday Inn Johnstown Downtown, the Holiday Inn Express and Suites in Richland Township, the Frank J. Pasquerilla Conference Center and managed a four-person sales team. From 2019 until late 2021, Melissa served on the Greater Johnstown Water Authority Board of Directors representing Westmont Borough which led to her involvement with the Pennsylvania Municipal Authorities Association and eventually being a Board Member of PMAA representing Region 6. In the fall of 2021 Melissa made a significant change in her career path. After 21 years in hospitality and tourism, Melissa switched roles to the field of water and wastewater. Melissa currently works for RDM, the management company of the Greater Johnstown Water Authority. She is the Assistant Manager of Commercial, Distribution, and Collections and directs the day-to-day management, development, and operations of those departments and the personnel assigned to those departments. Melissa is the President of the Discover Downtown Johnstown Partnership, a volunteer led non-profit organization with a mission to promote Downtown Johnstown as a destination to shop, dine, and explore. Over the past five years, the Partnership has embarked on several initiatives most notably the Christmas Tree @ Central Park project. Since originally installed in November 2015, tens of thousands of guests have visited Central Park during the Christmas season. She is the past Chairwoman of the Greater Johnstown/ Cambria County Convention & Visitors, the official tourism promotion agency of Cambria County, and served on that board for 18 years. Melissa is the proud mother of two sons, Marty and Matthew. Vice President Michael Sullivan, Northampton Bucks County Municipal Authority Michael Sullivan has nearly 40 years of experience in the water and wastewater industry. He has provided management and consulting services to municipalities and authorities on topics such as water and wastewater treatment, management, and utility operations. Mike began his career in the industry after his graduation from Southern Illinois University, ERTC in 1983, where he acquired a solid foundation in water and wastewater management. He went on to become a Pennsylvania State licensed water and wastewater operator and has held various positions in the industry. Since 1997, he has served as the Executive Director for several municipal authorities where he has been instrumental in overseeing the efficient and sustainable delivery of water and wastewater services to these communities. He is currently the Executive Director for the Northampton Bucks County Municipal Authority and serves on the Board of Directors for the Chalfont/New Britain Joint Sewer Authority. Second Vice President Patrick Caulfield, Schuylkill County Municipal Authority Pat Caulfield is a 27-year employee of the Schuylkill County Municipal Authority, a 191-year old drinking water and sanitary sewer service purveyor in east-central Pennsylvania, headquartered in Pottsville, PA. SCMA provides service to over 40,000 residents and commercial customers in 26 municipalities. Since 2010, he has served as Executive Director and currently oversees 67 employees that operate eight water treatment facilities, seven wastewater treatment facilities, and over 300 miles of water distribution and sanitary sewer collection and conveyance piping. Pat has served as Executive Director for 15 years after holding the position of Assistant Manager since 1998. Prior to his employment with SCMA, Mr. Caulfield served as a Consulting Engineer for seven years managing the design group serving over 35 municipal clients. Mr. Caulfield is a former PMAA Region II Director and currently serves as Chairman of the Legislative Committee’s Administrative Subcommittee. He also currently serves as Chairman of the Pennsylvania Section, American Waterworks Associations (PA-AWWA) Water Utility Council.
