HB 956 (Representative Malcom Kenyatta, Philadelphia) - This bill, as amended, would add municipal authority employees to the group of protected individuals found in Title 18 (Crimes and Offenses). HB 1233 (Representative Joshua Siegel, Lehigh) - This bill would add Chapter 67 (Portable Battery Stewardship) to Title 27 (Environmental Resources) of the Pennsylvania Consolidated Statutes. It requires producers of covered batteries to participate in an approved battery stewardship plan through participation in a battery stewardship organization (BSO). Producers that do not participate would be prohibited from selling or distributing covered batteries in Pennsylvania. This bill was voted favorably by the House Environmental and Natural Resource Protection Committee. HB 1261 (Representative Brian Munroe, Bucks) - This bill would amend Title 35 (Health and Safety) providing for the restriction of manufacturing and selling of firefighting foam containing intentionally added PFAS. This bill was voted favorably, as amended, by the House Veterans Affairs and Emergency Services Committee. HB 1308 (Representative Justin Fleming, Dauphin) - This bill would amend Titles 27 (Environmental Resources) and 53 (Municipalities Generally) of the Pennsylvania Consolidated Statutes. This legislation will make state agencies and other tax-exempt entities liable for stormwater fees. The bill was voted favorably, as amended, by the House Local Government Committee. SB 194 (Senator Doug Mastriano, Adams, Franklin) - This legislation provides a flexible menu of options for local governments to use in complying with current requirements to advertise and provide public notice in physically printed newspapers. This bill would amend Title 45 (Legal Notices). It was voted favorably, as amended, by the Senate Local Government Committee. SB 763 (Senator Greg Rothman, Cumberland, Dauphin, Perry) - This bill would amend the Solid Waste Management Act, creating a framework by which legal and safe Food Processing Residuals application continues, but improper and excessive application would no longer be permissible. This framework will include guidance on safe testing, storage, transportation, application and handling. (See page 5 for article on FPRs.) S
