24 The Authority | October 2025 Legislation HB 1574 (Representative Tina Davis, Bucks) – This bill would create a new loan program under the Department of Community and Economic Development for county redevelopment authorities, classifications second class a through eighth. This bill passed the State House of Representatives and was referred to the Senate Urban Affairs and Housing Committee. HB 1761 (Representative Gregory Scott, Montogomery) – This bill would amend Title 53 (Municipalities Generally) Section 5607(e) to prohibit municipal authorities from imposing standby charges on volunteer fire companies, nonprofit rescue squads, and nonprofit ambulance services that are owners or occupants of structures equipped with automatic fire protection systems. SB 737 (Senator Lisa Baker, Luzerne, Pike, Susquehanna, Wayne, Wyoming) – This bill would give counties the option to create Public Safety Authorities to support Emergency Medical Services. Proposed Updates to Sewage Facilities Act Regulations The Sewage Advisory Committee (SAC), a DEP committee with PMAA representation, has begun workgroup meetings on the Pennsylvania Sewage Facilities Act (SFA), also known as Act 537 of 1966. Within DEP’s Sewage Facilities Planning Program, Chapter 71 covers the planning elements, Chapter 72 covers the permitting elements, and Chapter 73 covers standards for onlot sewage treatment facilities. These chapters of DEP’s regulations have not been substantively updated in more than 25 years – the last comprehensive update to these regulations was finalized in November 1997. It is early in the regulatory process, but this engagement allows DEP to gather valuable perspectives about the proposed language early in the rulemaking process so that they can work through issues with the people it will impact in an open and transparent manner. PMAA Comments on EPA Draft Sewage Sludge Risk Assessment On January 14, 2025, the U.S. Environmental Protection Agency released the Draft Sewage Sludge Risk Assessment for Perfluorooctanoic Acid (PFOA) and Perfluorooctane Sulfonic Acid (PFOS) for public comment.
