Tailored to municipal authorities The PSATS Trusts are designed for municipal clients, with programs built around public-sector budgets, workforce structures, and compliance needs. Because every authority operates differently, the Trusts provide personal, hands-on support to help members identify solutions that fit their circumstances. This includes working effectively with authorities of all sizes, even those with only one or two employees, and making high-quality health insurance available regardless of group size. The Trusts also assist authorities in establishing and managing retirement plans, offering clear guidance through each available option. In addition, the Trusts offer a range of affordable benefit enhancements, including vision, dental, and life insurance, allowing authorities to improve their compensation packages and better attract and retain employees. S PSATS SAFETY PROGRAMS Programs offer trusted safety and compliance training Beyond health and retirement benefits, PMAA members can also access PSATS’ trusted safety and compliance programs to help ensure that employees stay safe, certified, and fully compliant. These programs are the CDL Drug and Alcohol Testing Program and the Flagger Certification Training. CDL Drug and Alcohol Testing Program Federal law requires commercial driver’s license holders to undergo regular and random drug and alcohol testing, a major administrative burden for many authorities. The PSATS CDL Drug and Alcohol Testing Program simplifies this process, offering: ¾ Full regulatory compliance; ¾ Confidential, secure test result handling; ¾ Online employee roster management; ¾ Fee-free employee changes; ¾ Sample personnel policy; ¾ Statewide testing locations; ¾ Online scheduling; ¾ Optional non-CDL testing; and ¾ Expert support from knowledgeable staff. Flagger Training Certification Anyone performing flagging duties on public roads in Pennsylvania must be certified every three years. PSATS’ approved training course provides: ¾ Up-to-date PennDOT-compliant instruction; ¾ Safe traffic control techniques; ¾ Communication skills; ¾ Emergency response guidance; ¾ Certification exam; and ¾ Instant certification wallet card. PSATS schedules classes year-round and can as ist with finding a nearby session or scheduling a class for your group. The training course is $55 for PSATS members and $75 for non-members.
