30 The Authority │ June E ach year, the Governor’s Awards for Local Government Excellence recognizes local governments and individuals that have found creative ways to improve their communities. The Awards are a celebration of successful local government initiatives in many areas. In total, 20 local government leaders and communities from across the state received awards to recognize their achievements. On April 22, 2026, Terri Hauser was awarded the Governor’s Awards for Local Government Excellence - Career Recognition Award. Terri is the Pennsylvania Municipal Authorities Association’s (PMAA) Immediate Past President and the Manager of the Latrobe Municipal Authority (LMA). Terri was PMAA Region 9 director from 2015-2018; Region 9 covers the following counties: Fayette, Greene, Washington, and Westmoreland. She currently serves on the PMAA Executive Committee, Conference Committee, and WIN (Women, Innovation, Networking) Committee. Terri is the Manager of LMA in Westmoreland County, a role she has had since 2016. She was born and raised in Latrobe, Pennsylvania, and after high school, attended the Pennsylvania State University, where she graduated in 1989 with a degree in environmental engineering. At that time, Terri was hired as an engineer with a private consulting engineering firm, Dewberry and Davis, located in Fairfax, Virginia. She worked there until March of 1993. After being in the private arena, Terry decided to return to her hometown and the community she loved to serve as at the Authority in the newly created position of Environmental Control Supervisor. Terri continued to work in that position at the Authority until March of 2011, when she was named LMA’s Assistant Manager. In 2016, Terri was promoted to the role of Manager of the Authority and has excelled in that position to provide her community with enhanced water and wastewater service. The Latrobe Municipal Authority provides water and wastewater services to approximately 10,000 customers. During Terri’s time with the Authority, she has had oversight of many projects that have enhanced operations in both the sewer and water departments and service to the community. For the sewer department, Terri was involved in the oversight of an equalization tank to reduce wastewater overflows during wet weather events, sewer interceptor realignments, and the replacement of multiple outdated and often malfunctioning pumps at the wastewater treatment plant with newer models that are more efficient and more effective. For the water department, Terri has been involved in 16” main line replacement, pump station improvements, and water treatment plant improvements including the replacement of all membrane filters and major repairs to the sedimentation basin. While there are still many challenges, Terri’s work to progress and enhance Authority operations is notable, particularly in efforts to meet the requirements of a multi-municipal consent order agreement, retain experienced employees in a challenging workforce environment, and shift LMA towards a more proactive system maintenance philosophy. During her time as a member of PMAA, Terri has consistently advocated for continuing education for Authority managers and operators, fostering industry growth through workforce development, and sharing of best practices for authority management. She has also been at the forefront in propelling the Association to research and plan for the use of AI initiatives. Terri currently resides in Latrobe with her husband Jay. She has one son, Ryan, and daughter-in-law, Katie, and is looking forward to being a grandmother this spring!
