House Bill 2151 (Representative Kyle Donahue, Lackawanna) – This bill requires the Local Government Commission to develop a model ordinance for data centers and their associated impacts on the municipality. Passed the House on April 13 th . House Bill 2360 (Representative Brenda Pugh, Luzerne) – This bill seeks to replace local, fee-based Municipal Separate Storm Sewer System (MS4) compliance models with a transparent, grant-only funding framework. This approach would leverage existing federal and state resources to support stormwater infrastructure, best management practices and water quality improvement without local fees. The bill was referred to the House Environmental and Natural Resources Protection Committee. The bill passed the House on April 15 th . House Bill 1139 (Representative Perry Warren, Bucks) – This bill would require water bottle filling stations in certain Commonwealth- owned buildings. PMAA supports the bill because it expands access to safe, publicly supplied drinking water, encourages the use of tap water, and reduces reliance on single-use plastic bottles. House Bill 1261 (Representative Brian Munroe, Bucks) – This bill limits the manufacturing, sale, distribution and use of firefighting foam containing PFAS. The bill passed the House and was reported out of the Senate Veterans Affairs and Emergency Preparedness Committee. House Bill 1834 (Representative Robert Matzie, Beaver) – This bill directs the Public Utility Commission to establish regulations for commercial data centers. House Bill 1834 passed the House on March 24 th . House Bill 1964 (Representative Danilo Burgos, Philadelphia) – This bill would temporarily halt the privatization of public water and wastewater systems, repeal Pennsylvania’s “Fair Market Value” law, and establish a working group to study the impacts of recent acquisition and valuation policies. The bill was voted out of the House Consumer Protection, Technology and Utilities Committee on March 23 rd . See PMAA's support letter on page 63.
