Bill is the Pennsylvania Municipal Authorities Association’s (PMAA) Immediate Past President, was PMAA Region 2 director from 2018 – 2021. He currently serves on the PMAA Executive Committee, Conference Committee, Association Awards & Recognition Committee, Legislative Committee/Administrative Subcommittee, William H. Markus Award Committee, and Nominating Committee. Bill is the Administrator of the Lower Saucon Authority in Northampton County, a role he has had since 2016. He got his start in the industry when, as an elected member of the Town of Clinton (N.J.) Council, he was appointed to the water commission in 1994. After serving for five years, he and his family moved to Lower Saucon Township, PA in 1999. Upon seeing a vacancy on the local authority board and thinking that his experience was a good fit, he submitted an application and was appointed to the Lower Saucon Authority board in 2001. He served as board Secretary from 2003- 2005, board Vice-Chairman from 2006-2007 and as board Chairman from 2008-2016. As board chairman, he worked closely with the previous administrator, who ran the day-to-day operations of the authority. When the administrator retired in 2016, his position was offered to Bill, who has held it since then. During his time as a member of PMAA, Bill has been a staunch supporter of fostering industry growth and talent, and stewarding best practices in municipal government and authority management. As a supporter of the Lehigh Valley Water Suppliers and the PMAA scholarship funds, Bill has done both fundraising and outreach to schools and community groups to encourage young leaders to explore the profession. He also contributes to HydroMania, a community event held each spring for third and fourth-grade teachers and students to learn about water and why it’s important to the world around us. Topics include watersheds, pollution and prevention, groundwater infiltration and extraction, and more. Bill is dedicated to preventing privatization of water and wastewater systems in Pennsylvania by educating and advocating on behalf of authorities on the benefits of public ownership and the serious consequences of privatization. Bill spearheaded a privatization playbook accessible via PMAA’s AuthoritiesConnect online member community which provides members with tools, resources and a step-by-step process to help protect their authority from threats of privatization. This has proven to be extremely valuable for members, as it not only educates them about this topic but also provides them with strategies to address privatization.
