Policy Statement The Authority maintains fiscal policies that promote responsible financial management and long-term sustainability. These policies are designed to provide a framework for consistent decision-making and to support the Authority’s mission of delivering reliable service at a reasonable cost. The Authority has adopted formal fiscal policies related to budgeting, financial reporting, debt management, and reserve planning. These policies are maintained separately and may be updated from time to time to reflect best practices, regulatory changes, or evolving financial conditions. Key guiding principles include: • Preparation of an annual budget to be prepared, setting forth the estimated revenues, operating expenses, maintenance expenses, administrative expenses, insurance costs, professional service costs, extraordinary maintenance, and capital replacement costs for the upcoming year. • Completion of an independent annual financial audit by a qualified certified public accounting firm, in accordance with accepted accounting principles. • Maintenance of appropriate insurance coverage to protect the Authority’s assets, employees, officers and directors, and the public. • Annual review of user rates and other charges to ensure that revenues are sufficient to meet the Authority’s financial obligations, including operations, administration, and debt service.
