The Authority directed its consulting engineer to investigate all alternative construction methods to ensure that any cost savings achievable through state-of- the-art techniques were considered for every project. For example, directional drilling on several water main projects significantly reduced paving and restoration costs for water main extensions designed to address PFAS contamination in private wells. This approach allowed more properties to benefit from the Authority’s available funding sources. The Authority also utilizes Cured-in-Place Pipe (CIPP) to repair sewer lines and laterals, a practical and cost-effective option that avoids the need for complete sanitary sewer line replacement. This method provides structural restoration of pipes without the disruption and expense of excavation and full pipeline replacement.
