municipalauthorities.org │ 67 outgrown our garages. The board and staff met with Jeff and proposed the concept for relocating our office and maintenance activities to a different location. He thought that maybe we should consider building an entirely new operations campus to which the committee and the board unanimously agreed. MCMA owned a 27-acre tract in Milroy, which was a site procured in the ‘60s to protect a production well operated during Laurel Creek Dam construction. This seemed like an ideal location to centralize our entire operation, so we began working on the land development plan with the township at that time. In December of that year, based on the results of an extensive feasibility study, it was approved to draft design specifications and contract documents for our new office project to be put out for bids. Through his firm’s vast network of associates in all related fields related to this type of project, our design team and our vendor list grew with the retention of some of those new associates. The project ultimately went out to bid in February ’24 on PennBid and was successfully awarded to four prime contractors in March. Mr. Garrigan, who serves as a vice president for HRG, and his team conducted bi-weekly meetings with our property committee and staff, attended our monthly board meetings and made full progress reports with updated timelines, cost analyses throughout the study phase and up through the completion of the project nearly two and a half years later. He was steadfast in his commitment to providing excellent service as well as efficient contract administration. Then, in September ’25, MCMA received an occupancy permit for its new facilities and began the “move-in” phase! On September 17, 2025, MCMA finally was able to hold its first monthly public meeting in its new home! This project was not the biggest one that this authority has ever taken on, but, to this new authority, it certainly was one of the most significant. Through the leadership and guidance of our engineer, we were able to fully open the next chapter in our story. To conclude, we as a collective group of authority members, work daily to provide a vital resource for our communities. We are all striving to do the best job that we can for the people that live and work and rely on the service that we provide. Our vendors, if utilized correctly and adequately, can make our lives and the lives of our constituents so much better. In short, choose professionals that you trust the most and can work with intimately and who you can believe in with highest regards to do what is best for your authority. They WILL ultimately become your friends and your biggest allies when you need them the most. We, at the MCMA consider them friends, who not only align with our work vision, but also share common goals, and best wishes beyond the workday. S
