during the initial response, the rapid deployment of qualified resources was essential in controlling the situation, protecting public health, and mitigating system risk. Another example highlights the integration of IDIQ contracting with innovative construction methods. The collapse of a deep sanitary sewer along Kensington Street in downtown Harrisburg presented significant technical challenges, including depths exceeding 30 feet, groundwater intrusion, dense utility congestion, and the need to maintain service to approximately 1,000 residents. Through rapid evaluation and coordination with contractors, CRW identified auger boring as the most effective solution. The project was completed at a cost significantly below alternative methods, demonstrating the value of flexible delivery, contractor collaboration, and the ability to adapt means and methods in real time. Additionally, in late October 2025, CRW received a notice from operations field staff that a SUE contractor, working for another governmental agency, had bored into CRW’s 70+ year old 48-inch diameter cast iron force main. The entirety of the flow from the Capital City is conveyed through the upstream pumping station, through the 48” force main, and on to the treatment facility to the south. Due to having an IDIQ contract in place, CRW was able to immediately loop in its engineering consultant, which manages the contract, and have them issue an emergency work order to one of CRW’s IDIQ contractors who responded immediately. Through the quick action of everyone involved, the leak in the force main was stopped and repaired within less than 30 hours from the time of it being punctured. An IDIQ framework is particularly advantageous in projects with uncertain scope and evolving conditions. By enabling early contractor involvement and iterative scoping, the model supports more accurate cost estimation and reduces the likelihood of change orders. This is especially important in subsurface work, where unknown geotechnical conditions and utility conflicts can significantly impact project execution. Additionally, the ability to issue task orders quickly allows utilities to minimize service disruptions and respond proactively to emerging issues before they escalate. In addition to operational benefits, IDIQ contracts can strengthen organizational resilience. By establishing long-term relationships with qualified contractors, utilities build institutional knowledge and familiarity that improves performance over time. Contractors gain a deeper understanding of system characteristics, standard details, and stakeholder expectations, while utilities benefit from increased reliability and accountability. This continuity is particularly valuable during high-stress emergency events, where trust and coordination are critical to success. Beyond individual projects, the broader strategic benefits of IDIQ contracting are compelling for water and sewer authorities. These include improved emergency preparedness, enhanced cost control, reduced procurement timelines, and stronger collaboration between owners, engineers, and contractors. Perhaps most importantly, the model aligns well with modern asset management principles by enabling both reactive and proactive work within a single contracting framework. As utilities continue to face aging infrastructure, increasing regulatory requirements, and financial constraints, procurement strategies must evolve to support more agile and resilient operations.
