24 The Authority │ August Compiled by the PMAA Government Relations Staff G oVernment r elAtions u pdAte Legislation HB 1213 (Representative Jeanne McNeill, Lehigh) – This bill amends titles 53 (Municipalities Generally) and 66 (Public Utilities) to require municipal authorities and public utility companies to provide notice to utility customers if they determine that a property’s water usage has increased by 200 percent above average for one month. HB 2037 (Representative Ben Waxman, Philadelphia) – This bill amends Title 65 (Public Officers) to prohibit public officials and their families from creating or promoting a digital asset in which they have a financial interest. It requires individuals to divulge the amount of any financial interest in a digital asset exceeding $1,000. This bill was voted favorably out of the House State Government Committee, as amended. HB 2145 (Representative Greg Scott, Montgomery) – This bill would prohibit the use of PFAS in cosmetics, dental floss, juvenile products, and menstrual products, beginning January 1, 2028. This bill passed the House on June 8 th and is currently in the Senate Consumer Protection and Professional Licensure Committee. HB 2302 (Representative Paul Takac, Centre) – This bill amends the Crane Operator Licensure Act to include water well drilling. This bill passed the House on May 6 th and is currently in the Senate Consumer Protection and Professional Licensure Committee. HB 2388 (Representative Nate Davidson, Dauphin, Cumberland) – This bill would allow cash transactions in the Commonwealth to be rounded to the nearest nickel. This would not apply to electronic transfers, checks, debit card, or credit card transactions. The bill was voted unanimously out of the House Commerce Committee, as amended. SB 759 (Senator Devlin Robinson, Allegheny) – This bill would require school districts to replace drinking fountains with lead-filtering hydration stations by 2028 while providing funding mechanisms to help schools cover implementation costs. This bill was discussed during the May 8 th Senate Institutional Sustainability and Innovation Public Hearing. SB 906 (Senator Devlin Robinson, Allegheny) – This bill would create the Pennsylvania Family and Medical Leave Act, establishing a statewide family and medical leave insurance program that includes small businesses. The bill was voted favorably out of the Senate Consumer Protection and Professional Licensure Committee.
