I am now serving authorities through providing sound technical, administrative, and financial advice I have gained over my entire career. Keiper, 77, of Dallas, passed away peacefully Monday, June 22, 2026. Thomas was a graduate of Lake Lehman High School and Penn State University. He served as the former Executive Director of the Mountaintop Area Joint Sanitary Authority and, most recently, the Dallas Area Municipal Authority. Tom was very active in the Association, serving as President in 2012 - 2013, as well as the Region 3 Director from 1999 - 2002. For many years, he served on the Conference, Legislative, and Organizational Development Committees. Tom will be remembered for his intelligence, resourcefulness, and ability to fix just about anything. He especially enjoyed spending time with friends, old cars, motorcycles, music, and travel. These passions reflected his appreciation for craftsmanship, the open road, a good song, and time spent making memories. He will be greatly missed. S
