42 The Authority | August 2025 stormwater improvements. Our first major capital project - doubling the capacity of an existing basin to handle a 100-year storm - is underway. Completed projects include: • Pipe and inlet replacements • System-wide televising and cleaning • Swale restoration and maintenance Construction Division In 2025, WMA launched its own in-house construction division wto install water and sewer mains and stormwater piping. This hybrid team - composed of Local 542 operating engineers, Local 690 plumbers, WMA staff, and contracted haulers - will complete 21,000 feet of six inch ductile iron pipe prior to the end of 2025. PFAS Remediation & Biddle Air National Guard Base Warminster sits at the epicenter of regional PFAS contamination, due to the use of AFFF firefighting foam from two nearby military bases. In response to elevated PFAS levels, all 17 of our municipal wells were taken offline. Beginning in 2016, we installed PFAS treatment systems on four wells, and design and permitting are now underway for treatment systems on 11 additional wells. To date, Warminster Municipal Authority has invested over $35 million in PFAS-related remediation efforts. WMA treats contaminated stormwater with PFAS levels up to 6,500 parts per trillion at the Biddle Air National Guard Base. Since 2021, we have treated over 400 million gallons. The treatment trains consist of: • Two mixed media vessels • One granular activated carbon (GAC) vessel • One resin vessel • A larger resin vessel will be added to each train in late 2025 to increase capacity. Financial WMA’s 2025 operating budget is $20.9 million, with a capital budget of $13.3 million. Over the past five years, we have invested $54.1 million in infrastructure improvements. We incorporate depreciation as an operating expense to proactively finance capital upgrades. If your authority does not utilize depreciation as an expense, then this is the most important information in this article. The authority is blessed with a progressive board allowing us to finance properly for system renewal!
