40 The Authority │ April F etterman S ecures N early $300 illion in F ederal F unds for P ennsylvania P rojects WASHINGTON, D.C. – On February 11, 2026, U.S. Senator John Fetterman (D-PA) announced $289,366,974 in Congressionally Directed Spending (CDS) funding was included in the eleven FY26 Appropriations bills signed into law, supporting 121 projects focusing on affordable housing development, water infrastructure upgrades, equipment for police departments, and other critical initiatives across Pennsylvania. Projects supported by Senator Fetterman included a $183,829,000 award for the U.S. Army Corps of Engineers’ project to modernize the Montgomery Locks and Dam in Beaver County. “Bringing money back to PA is one of my core responsibilities as the senior senator. I’m proud of the work our community is doing and believe this funding will continue to show why Pennsylvania is a leader on all fronts,” said Senator Fetterman. Tom Mehaffie (R-Dauphin). Established by the Legislature, the Fire and Emergency Medical Services Grant Program is administered by the Pennsylvania Emergency Management Agency and Office of the State Fire Commissioner. All funding comes from the proceeds generated by slot machine gaming. Recipient departments that directly serve the 106 th District include: Community LifeTeam EMS, $15,000. S tefano , R igby A nnounce $9.9 M illion in F unding for W indber A rea A uthority C ost - S aving E nergy P roject HARRISBURG – January 21, 2026 – Windber Area Authority , serving Cambria and Somerset counties, was awarded a $9.9 million low-interest loan today by the Pennsylvania Infrastructure Investment Authority (PENNVEST) for energy upgrades to the Ingleside Sewage Treatment Plant in Richmond Township in Cambria County, according to Senator Pat Stefano (R-32) and Representative Jim Rigby (R-71). “Reliable infrastructure is the backbone of every community,” Stefano said. “This investment will allow the plant to meet growing demand while improving efficiency and protecting public health. I’m proud to support projects that strengthen essential services for families and businesses, especially in Somerset County and the surrounding areas.” The project includes the construction of a 3.83-megawatt-hour solar energy system to account for the current peak monthly usage, plus the projected energy usage for the treatment plant’s Autothermal Thermophilic Aerobic Digestion project currently under construction. “The system serves six municipalities and is in desperate need of being upgraded to meet increased demand,” Rigby said. “I’m happy to support this funding and applaud the authority’s board for taking the initiative to apply for assistance with bringing its infrastructure up to date.” The solar energy system consists of 5,078 fixed-tilt solar panels and associated equipment in and open field with the existing fence in the northeast corner of the treatment plant site.
