Since its inception in 1975, the system has been periodically reviewed and augmented by the General Assembly. The law sunsets the end of this year and re- authorization legislation has been introduced. Owners and operators of underground facilities in Pennsylvania are required to be members of Pennsylvania One Call System. A facility owner is any public utility or agency, political subdivision, municipality, authority, rural electric cooperative or other person or entity who or which owns or operates a line and the underground line serves one or more customers or consumers in Pennsylvania. One Call is a service company dedicated to minimizing utility service interruptions, reducing on-the-job injuries and deaths, promoting a higher level of public safety and protecting the environment.
