October 2020 - The Authority 17 New PMAA Region Directors David E. Vollero Region 4 David has been with the York County Solid Waste & Refuse Authority since 1988 as Facilities Engineer, Engineering/ Operations Manager and currently as the Executive Director of the York County Solid Waste & Refuse Authority (1988 – present). Prior to his tenure at the Author- ity, David worked for the PA Department of Environmental Resources (1985-1988) as a Environmental Protection Specialist, a Solid Waste Specialist, and as a Mining Specialist. He currently serves as PMAA’s Region 4 Director and was a past recipient of PMAA’s Distinguished Employee of the Year Award (2019). David received his MSc. in Environmen- tal Management from the University of London (now Imperial College London) in 1997 and his BS in Environmental Resource Management from Pennsylvania State University (1984). David is actively involved in the commu- nity coaching youth sports, as a literacy tu- tor, as a court appointed Special Advocate, and as a member of the School District Planning Committee. Melissa Radovanic Region 6 Melissa Radovanic is a graduate of University of Pittsburgh at Johnstown where she received a Bachelor of Arts degree in Communication with an emphasis in Public Relations and Ad- vertising. Melissa began her career at Crown American Hotels in Johnstown, Pennsylvania 20 years ago as the Catering Sales Manager of the Holiday Inn Downtown Johnstown. Within a few years Melissa worked to open the Frank J. Pasquerilla Conference Cen- ter. Melissa currently manages a four person sales team. Melissa is the President of the Discover Downtown Johnstown Partnership, a vol- unteer led non-profit organization with a mission to promote Downtown Johnstown as a destination to shop, dine, and explore. Over the past five years the Partnership has embarked on several initiatives most notably the Christmas Tree @ Central Park project. Since originally installed in November 2015, tens of thousands of guests have visited Central Park during the Christmas season. Melissa served on the Cambria /Somerset Outstanding Young Woman Scholarship Program board of directors for 16 years and in the role of President for 13 years. She currently serves as the Vice Chairman of the Greater Johnstown / Cambria County Conven- tion & Visitors Bureau and is a member of the Board of Directors of the Greater Johnstown Community YMCA. Melissa currently represents Westmont Borough on the Greater Johnstown Water Authority and also serves as the Chairwoman of the Sewer Committee and the Marketing & Development Committee. Melissa is the proud mother of two sons, Marty (15) and Matthew (11). Steve Disney Region 7 Steve is the Executive Director of the Bradford City Water Authority (BCWA) and is also currently serving as Interim Executive Director for the Bradford San- itary Authority. Steve has been Executive Director at BCWA since 2016. BCWA is comprised of 138 miles of water mains, 6,200 customers serving 18,000 res- idents, 17 full time employees and a $4.3 million annual budget. Responsibilities include oversight of a 6.5 million gallon per day permitted water treatment plant, dewatering facility, distribution system and three (3) surface water impoundments with land management of a 12,000 acre watershed. Steve began his career in the private industry with Georgia Pacific LLC, where he worked in supervision and upper management for 33 years in- cluding tenure as plant superintendent, plant manager, and director of opera- tions. In addition to serving as PMAA Region 7 Director, Steve is currently serving as Northwest PA Board Mem- ber for PaWARN and Board Member for the Tuna Valley Trails Association. In order to provide the best service and representation for members, PMAA divides the Commonwealth into ten (10) geographical regions. Each region is represented by a member on the Board of Directors who serves a three (3) year term.
