16 October 2020 - The Authority (PMAA Adopted Resolutions Continued) Resolution 24-21 RESOLVED, That PMAA recognize the essential importance of safeguard- ing the state’s public drinking water supplies and its citizens from lead contaminants through cost-effective monitoring and testing requirements that are protective of public health. Resolution 25-21 RESOLVED, That PMAA support protection of public health, and the waters of the Commonwealth as a priority for federal and state regulators overseeing natural gas extraction. Resolution 26-21 RESOLVED, That PMAA work with the Pennsylvania One Call System, Inc. and the Pennsylvania Public Utility Commission to implement Act 50 of 2017 to promote safety while recognizing the unique character of municipal authorities. Resolution 27-21 RESOLVED, That PMAA continue to support land application of biosolids and other types of technologies for reuse of biosolids when done in com- pliance with federal and state requirements. Resolution 28-21 RESOLVED, That PMAA work with the PA Department of Environmental Protection, other state agencies, professional and work force organiza- tions, and higher education facilities to promote training and workforce de- velopment efforts specifically in the area of water and wastewater utilities to ensure adequate numbers of certified operators in the future. Resolution 29-21 RESOLVED, That PMAA continue promoting efforts to preserve existing municipal authority owned infrastructure by educating the public of the benefits of municipal authorities, including affordable and quality service and local public ownership and control. Delegates vote on proposed resolutions as part of PMAA’s annual business meet- ing. Resolutions serve as the association’s legislative and regulatory agenda for the upcoming year. In accordance with Association rules, the PMAA membership was present- ed with proposed amendments to the Association’s Articles of Association at the recent annual business meeting. The meeting was held this year during the virtual annual conference on Mon- day August 31. Members received language and explanations for two separate amend- ments in late July in compliance with thirty day notification procedures for amendments. They were previously approved by the PMAA Board of Di- rectors for presentation to the member- ship for final voting. PMAA Members Amend Articles of Association The first proposal amends Article II to include redevelopment authorities as eligible members of the Association. Recent changes to state statute permit the creation of redevelopment authori- ties in municipalities regardless of previous population requirements. The second proposal amends Article V addressing issues arising in this current environment, whereby regional meetings and regional director appointments may be delayed. The amendment makes two changes. The first allows regional direc- tors to serve until their successor has been elected. The second allows the PMAA Board of Directors to appoint a regional di- rector to a vacancy to serve until such time as an election is held.
